Operationalisation of point 1 of Call no. 04/SI/2022 – Internationalisation Joint Projects, launched under the Extraordinary Anticipation Mechanism of Portugal 2030, regarding the compliance of operations with the regulations applicable to the 2021-2027 programming period.
Within the scope of the Internationalising 2030 Programme and the extraordinary mechanism for anticipating Portugal 2030, approved by Deliberation no. 27/2021, of 23 August, of the Interministerial Coordination Committee (CIC) of Portugal 2020, which provides for the anticipated use of Portugal 2030 funds, with a view to continuing to grant financial support to joint projects that strengthen the business capacity of SMEs for internationalisation, the priorities of this Call are to increase exports of goods and services, increase the number of exporters and diversify export markets. To this end, it is important to promote the acceleration of Portuguese exports, increasing the volume of international sales of companies that already export, as well as broadening the export base, increasing the number of new exporting companies by strengthening the capacity of entrepreneurs for internationalisation and attracting new markets and foreign clients.
Also with this purpose, it is important to boost online exports of Portuguese products in international markets, through a focus on digital promotion of SMEs that gives them greater visibility in online channels.
The objective of this call for proposals is to grant financial support to projects that reinforce SMEs business capacities for internationalisation (Investment Priority (IP) 3.2 mentioned in Article 40.1.a) of RECI), enabling the increase of their export base and capacity and international recognition, through the implementation of promotion and marketing actions, their presence in international exhibitions and the knowledge and access to new markets. In this context, the growing use of digital tools is also valued, through the use of technologies and processes associated with digital channels.

The beneficiaries of the support foreseen in this call for proposals are SME companies of any nature and under any legal form, integrated in joint projects promoted by public or private non-profit entities, of associative nature and with specific competences addressed to SMEs, namely business associations, chambers of commerce and industry, regional tourism promotion agencies, as well as other non-business entities of the National System of R&I.
All NUTS II regions of the Continent: (North, Centre, Lisbon, Alentejo and Algarve).
Taking into account the provisions of Article 50.1 of RECI, the incentives to be granted under this Call are calculated by applying a rate of 50% to the eligible expenses of SMEs, with the exception of the eligible expenses of the promoter entity, for which the maximum incentive rate is 85% (or 50% when the economic activity represents more than 20% of the entity’s overall annual capacity).
The above incentives to be granted by POR Lisboa and POR Algarve under this Call are calculated by applying a rate of 40% to the eligible expenses (applicable to both paragraphs a) and b) of Article 50.1 of the RECI).
The incentives to be granted to expenses related to prospecting, attracting new clients and promotion actions, provided for in Article 51(1)(g) of RECI, comply with Regulation (EU) Nº 1407/2013, of 18 December, on de minimis aid.
The support is given in the form of a non-repayable grant.
